WebbNo, to become the guild master you must do the jobs that Devin and Vex have for you. Basically, your going to have to do, I believe, 3 jobs in each of the hold capitals, Markarth, Whiterun, Solitude, and Windhelm (Riften already has a heavy theives guild presence). I thought for sure I was going to have karliah or brynjolf but he won't even talk to me.
